What Are Public Sector or Government Apostilles?

A public sector or government apostille is a certificate issued by the UK Foreign, Commonwealth and Development Office (FCDO). It authenticates official UK government, court, or agency documents for use abroad. Apostilles are only required if the document will be used overseas and are not necessary for any documents that remain in the UK.

The apostille confirms that the signature, seal or stamp on the document is genuine, allowing it to be accepted in other countries that are signatories to the 1961 Hague Convention. The document may also need further embassy legalisation where the destination country is not a signatory.

Government-issued documents are often required for:

  • Cross-border legal cases

  • Visa and immigration applications

  • International tax compliance

  • Overseas pensions or benefits claims

  • Academic recognition or licensing abroad

  • Government-to-government communications or procurement

  • Civil or criminal proceedings involving foreign jurisdictions

Because these documents relate to state functions or public administration, they often require strict legalisation, including original stamps, seals, or certified copies.

When Is an Apostille Required for Government-Issued Documents?

An apostille is typically required when using a UK public sector document in a foreign country. Standard documents requiring apostille services include:

  • Applying for dual nationality or residency abroad

  • Registering a foreign marriage or divorce

  • Taking part in international litigation

  • Presenting tax information to overseas authorities

  • Applying for jobs or academic placements overseas

  • Submitting UK official documents for embassy processing

If you're unsure whether your document needs legalisation, we can advise based on its intended use and destination country.

How the Apostille Process Works for Public Sector Documents

We've developed a streamlined and secure process tailored for government and official documents:

1. Initial Assessment

Send us your documents by post, courier, or hand-deliver to our office. We check whether the FCDO will accept the document in its original form or if notarial certification is required.

The FCDO accepts some government documents without further notarisation, while others (like PDFs or unstamped letters) may require notary certification.

2. Document Certification (If Required)

Solicitor certification is not valid outside the UK, so in cases where certification is needed, a Notary Public must certify the document. Apostille Express cannot provide notary services directly, but we can refer you to a trusted local notary if required.

3. Apostille Issuance

We submit your document to the FCDO for apostille. The apostille confirms:

  • The authenticity of the signature or seal

  • The official capacity of the signatory

  • The legal status of the issuing authority

We are registered with the FCDO, allowing direct and prompt submission.

4. Return of Legalised Document

DHL Domestic (UK) or DHL International

Collection from our office by appointment

All documents are hand-delivered to the FCDO by our own couriers, and returned securely — no third parties are involved until final dispatch.

Optional: Consular Legalisation

If your destination country is not a signatory of the Hague Convention (e.g. UAE, Qatar), we offer various services, including:

  • Embassy legalisation

  • Translation services

  • Document bundling for multi-stage legalisation

Let us know the country of use, and we'll confirm all requirements upfront.
